Co-morbidities do not enter into the vaccine priorities until 1c. Under the CDC recommendations, 1c includes people aged 65—74 years, people aged 16—64 years with underlying medical conditions which increase the risk of serious, life-threatening complications from COVID-19 and other essential workers. Along with some other changes, California moves people 65-74 to 1b Tier 2 and puts people 50-64 in 1c. In California, underlying condition don't improve your priority if you are over 50. A 64 year old, regardless of underlying condition, will be the in same cue as a 21 year old smoker.
